The recall notices (Volkswagen here and Skoda here) say variations in the mixture ratio of the airbag propellant may prevent the airbag and/or the belt tensioner from deploying in the event of an accident.

What are the hazards?

If the airbag or the belt tensioners are not deployed correctly in an accident, the risk of injury increases.

A letter is being sent to the affected owners and further information is available from Volkswagen and Skoda dealerships.
